New York, 17 April 2026 – At the 10139th meeting of the Security Council on South Sudan and UNMISS, the Permanent Representative of the Democratic Republic of the Congo to the United Nations, Ambassador Zénon Mukongo Ngay, delivered a statement on behalf of the A3 Group, comprising Liberia, Somalia and the DRC.

In this statement, the A3 expressed deep concern over the worsening political, security and humanitarian situation in South Sudan, marked by heavy civilian casualties, abductions, conflict-related sexual violence and heightened vulnerabilities across several parts of the country.

The A3 paid tribute to the dedication of UNMISS personnel and stressed the need to preserve the effectiveness of peacekeeping through clear mandates, adequate operational capabilities and budgetary support proportionate to the complexity of the situation. The Group underscored that any gap between expectations placed on the Mission and the resources actually made available to it would undermine civilian protection where needs are most acute.

The A3 further recalled that peacekeeping cannot replace South Sudanese political leadership, while reaffirming support for the strengthened engagement of the African Union and IGAD. They also highlighted the importance of a responsible electoral process rooted in realities on the ground, based on improved security conditions, civilian protection, political inclusiveness, and strong regional and international backing.

In conclusion, the A3 reaffirmed their commitment to African unity, African ownership and the preservation of African lives, calling for a fully supported UNMISS, equipped with adequate resources and able to act effectively where it matters most for the people of South Sudan.
