The Permanent Representative of the Democratic Republic of the Congo to the United Nations, Ambassador Zénon Mukongo Ngay, delivered the statement of the A3 (Liberia, Somalia and the Democratic Republic of the Congo) before the Security Council at its 10121st meeting, held on Monday, 16 March 2026, on the situation in Afghanistan. The three African non-permanent members of the Council, the A3, spoke after voting in favour of the resolution renewing the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA). They welcomed the constructive spirit that marked the negotiations, as well as the efforts made by the co-penholders to facilitate consensus. While taking note of the transitional nature of this three-month renewal, they expressed their expectation of a full renewal of the mandate in June.

Thank you, Mr. President,

I have the honour to deliver this statement on behalf of the A3, namely Liberia, Somalia and my own country, the Democratic Republic of the Congo.

The A3 voted in favour of the resolution renewing the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA). We welcome the constructive spirit demonstrated by Council members throughout the negotiations and commend the co-penholders for their efforts to facilitate consensus.

While this is a three-month renewal, the A3 look forward to the full renewal of UNAMA’s mandate in June.

The renewal of UNAMA’s mandate reflects the Council’s continued commitment to supporting the Afghan people and addressing the complex humanitarian, economic and security challenges facing the country.

The A3 reiterate their support for UNAMA’s essential role and its continued presence on the ground. The Mission remains an important platform for coordinating international engagement and assistance, as well as for supporting efforts to promote stability and sustainable development in Afghanistan.

The A3 recognize the importance of respecting the rights and fundamental freedoms of all Afghans, including women and girls. Their full, equal and meaningful participation in society will help ensure Afghanistan’s long-term stability and development.

We also underscore the need to enable UNAMA to carry out its mandate effectively, including by ensuring safe and unhindered access for United Nations personnel and its partners.

In conclusion, the A3 reaffirm their commitment to working with Security Council members and international partners to support efforts aimed at promoting peace, security, stability and development in Afghanistan.
