Thursday, March 12, 2026, Security Council, 10120th meeting – Statement by the Democratic Republic of the Congo on non-proliferation, delivered by the Deputy Permanent Representative of the Democratic Republic of the Congo, Ambassador Zénon Mukongo Ngay.

Madam President,

The Democratic Republic of the Congo is closely following the situation regarding the work of the 1737 Committee tasked with overseeing sanctions related to the Iranian nuclear programme. Beyond all other considerations, we would like to emphasize the following three points:

1. The Democratic Republic of the Congo reaffirms its attachment to the fundamental principles of the United Nations, in particular the peaceful settlement of disputes, respect for international law, and the promotion of dialogue among States. In this regard, my delegation underscores the importance of cooperation with the International Atomic Energy Agency in order to ensure transparency and confidence in the use of nuclear energy for peaceful purposes;

2. The Democratic Republic of the Congo considers nuclear non-proliferation to be an essential pillar of collective security. However, we also believe that any measure adopted by the Security Council must be accompanied by sustained diplomatic efforts in order to foster a negotiated, lasting, and mutually acceptable solution;

3. In this spirit, the Democratic Republic of the Congo encourages all parties concerned to continue constructive dialogue and to fully respect their international obligations. Recourse to diplomacy and international cooperation remains the most effective way to resolve tensions and prevent any escalation.

In conclusion, my delegation recalls that the Council’s responsibility in pursuing the noble objectives of our Organization, particularly in the maintenance of international peace and security, requires us to rise above our differences in order to facilitate the smooth functioning of the Council’s activities through its subsidiary bodies.
