New York, 28 April 2026 — The Democratic Republic of the Congo took part on Tuesday, 28 April 2026, in the open debate of the Security Council on the situation in the Middle East, including the Palestinian question.

In its statement, delivered by H.E. Mr. Zénon Mukongo Ngay, Ambassador and Permanent Representative of the Democratic Republic of the Congo to the United Nations, the DRC thanked the Kingdom of Bahrain for organizing the meeting and commended the participation of the senior officials present at the session.

The DRC expressed its deep concern over the escalation of violence in the region, particularly the recent confrontations involving several State actors. It noted that these hostilities, due to their multidimensional nature, affect security, the humanitarian situation, essential infrastructure and strategic navigation routes, with repercussions for regional and international stability.

Recalling Security Council resolution 2817, the DRC reiterated its call for immediate de-escalation, restraint by all parties, and strict respect for international law, particularly international humanitarian law, in accordance with the principles enshrined in the Charter of the United Nations.

With regard to the Gaza Strip, the DRC took note of the efforts undertaken to structure a coordinated international response, while remaining concerned about the fragility of the ceasefire established under Security Council resolution 2803 and the continued violence. It also drew attention to restrictions on humanitarian access, particularly the intermittent closure of the Rafah and Kerem Shalom crossings.

The DRC called on all parties to fully honor their commitments, comply with their international obligations, and align in good faith with ongoing diplomatic initiatives.

Addressing the situation in the West Bank and East Jerusalem, the DRC expressed concern over the expansion of settlements, violence and forced displacement of populations. It recalled that these developments undermine the prospects for lasting peace and risk altering the parameters of a negotiated political solution based on the peaceful coexistence of two States living side by side in peace and security.

The DRC also underscored the indispensable role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, UNRWA, in the humanitarian response. It called for strengthened and sustained support for the Agency, so that it can continue to provide vital assistance, particularly in the areas of health, education and emergency aid.

Reaffirming its commitment to the principles of the Charter of the United Nations, particularly the sovereign equality of States, respect for territorial integrity and human dignity, the DRC emphasized the need for the coherent and universal application of these principles.

In conclusion, the Democratic Republic of the Congo underscored the importance of a balanced and impartial multilateral approach, calling on the international community to intensify its efforts to prevent a further deterioration of the regional conflict and to support peace initiatives.
