New York, 16 March 2026 — At the 10121st meeting of the United Nations Security Council, devoted to the situation in Afghanistan, the A3 (the Democratic Republic of the Congo, Somalia and Liberia) voted in favour of the resolution renewing the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA). The A3 statement was delivered by the Permanent Representative of the DRC to the United Nations, H.E. Mr. Zénon Mukongo Ngay.

In their statement, the A3 welcomed the constructive spirit shown by Council members throughout the negotiations, as well as the efforts made by the co-penholders to facilitate consensus around the text. They nevertheless noted that this renewal is only for a period of three months, while expressing their expectation for a full renewal of UNAMA’s mandate in June.

The A3 stressed that this renewal reflects the Security Council’s continued commitment to supporting the Afghan people in the face of the humanitarian, economic and security challenges the country continues to confront. They also reaffirmed their support for UNAMA’s essential role and continued presence on the ground, with the Mission remaining an important framework for coordinating international engagement, humanitarian assistance, and efforts aimed at promoting stability and sustainable development in Afghanistan.

The A3 further underscored the importance of respecting the fundamental rights and freedoms of all Afghans, particularly women and girls, recalling that their full, equal and meaningful participation in society is an essential condition for the country’s long-term stability and development. They also highlighted the need to enable UNAMA to carry out its mandate effectively, notably by ensuring safe and unhindered access for United Nations personnel and its partners.

In conclusion, the A3 reaffirmed their commitment to working with all Security Council members and international partners in order to promote peace, security, stability and development in Afghanistan.
