New York, 22 April 2026 – At the 10142nd meeting of the United Nations Security Council on the situation in Libya, the A3 group, comprising Liberia, Somalia and the Democratic Republic of the Congo, reaffirmed its position in favor of a lasting political settlement, led and owned by the Libyans themselves. The statement was delivered on behalf of the group by the Permanent Representative of the DRC to the United Nations, Ambassador Zénon Mukongo Ngay.
In their statement, the A3 reiterated their unwavering support for Libya’s sovereignty, unity, territorial integrity and political independence. They noted the persistence of the political deadlock and the difficulties that continue to hamper the work of the United Nations Support Mission in Libya (UNSMIL), even though the Mission remains essential to the country’s stabilization.
On the security front, the A3 made a clear call for the immediate withdrawal of all foreign forces, foreign fighters and mercenaries. They stressed that stabilizing the security environment is an indispensable prerequisite for progress in the political process and for the reunification of Libya’s security institutions.
The group also supported the strengthening of UNSMIL’s office in Benghazi in order to ensure fair representation of all Libyans within the Mission. This approach reflects a determination to reinforce the inclusive nature of UN engagement and to better reflect the country’s different constituencies in the search for a political solution.
Beyond security issues, the A3 welcomed certain political and economic developments, including the momentum of the structured dialogue and the signing of Libya’s unified budget for 2026, regarded as an important step toward more coordinated governance. They nevertheless called on the Security Council to move beyond the mere tactical management of the crisis and to unite around a coherent strategy capable of restoring national legitimacy and paving the way for credible national elections.
