New York, 11 March 2026 — The United Nations Security Council adopted Resolution 2817 (2026) entitled “Iranian Attacks Against the GCC and Jordan” by 13 votes in favor, 0 against and 2 abstentions.

Presented by Bahrain on behalf of the Gulf Cooperation Council (GCC) and Jordan, the resolution condemns the attacks targeting the Gulf States and Jordan and calls on Iran to fully comply with its international obligations, including those under the Charter of the United Nations.

The Democratic Republic of the Congo, a non-permanent member of the Security Council, voted in favor of the adoption of the resolution, a position aligned with that of the two other African members of the Council, Liberia and Somalia. Through this vote, the three African members reaffirmed their commitment to respect for international law, regional security and the protection of freedom of navigation along strategic maritime routes.

The resolution underscores the importance of respecting the rights and freedoms of navigation of merchant and commercial vessels, in accordance with international law, particularly along critical maritime routes, including the Strait of Hormuz. It also takes note of the right of Member States, in line with international law, to defend their vessels against attacks and provocations that threaten those rights and freedoms of navigation.

Resolution 2817 (2026) also received broad international support, with 135 United Nations Member States co-sponsoring the text, reflecting the strong mobilization of the international community in response to threats affecting maritime security and regional stability.

During the same meeting, the Security Council also considered a second draft resolution introduced by the Russian Federation, which did not obtain the required number of votes for adoption. In that context, the Democratic Republic of the Congo abstained in the vote, a position guided by a spirit of responsibility and balance in assessing the proposals submitted to the Council.

Through these positions, the Democratic Republic of the Congo reiterates its steadfast commitment to multilateralism, respect for international law and the peaceful settlement of disputes, in the interest of regional and international peace and stability.
