During the United Nations Security Council meeting on the situation in the Democratic Republic of the Congo, held on Friday, August 22, 2025, H.E. Mr. Zenon Mukongo Ngay, Permanent Representative of the DRC to the UN, delivered a strong statement urging the international community to respond firmly to the continued violations of Resolution 2773, adopted on February 21, 2025.
At the beginning of his remarks, Ambassador Mukongo Ngay recalled that Resolution 2773 was adopted unanimously and was accompanied by a clear commitment from the Council: to review its implementation and take appropriate action in the event of non-compliance by any party. He stressed that the facts now leave no room for ambiguity.
Referring to official reports from United Nations agencies, the Ambassador stated that Rwanda and its M23 proxies are responsible for obstructing the implementation of Resolution 2773, as well as regional peace agreements aimed at restoring stability in eastern DRC.
He called on the Security Council to “assume its responsibilities” by drawing the necessary consequences from Rwanda’s failure to meet its international obligations and by acting in full accordance with both the spirit and the letter of Resolution 2773.
Ambassador Mukongo Ngay also strongly denounced Rwanda’s attempts to discredit United Nations reports documenting serious human rights abuses and massacres committed by the M23. He emphasized that Rwanda’s support for the armed group is sustained, systematic, and well documented.
Responding to Kigali’s efforts to draw parallels between this support and alleged links between the DRC and the FDLR, the Ambassador was unequivocal, describing such claims as “smokescreens” intended to distract from the facts.
He further recalled that Rwanda’s military presence in the DRC—particularly during the capture of Goma and Bukavu—has been confirmed by satellite imagery and international reports. In contrast, he noted that no credible evidence has ever demonstrated support by the Armed Forces of the DRC for the FDLR.
According to the Ambassador, Rwanda’s underlying motivations are economic, specifically the illegal exploitation of Congolese natural resources, a reality widely acknowledged in United Nations reporting.
In closing, Ambassador Mukongo Ngay called on the Security Council to put an end to disinformation, manipulation, and false narratives. He reaffirmed the DRC’s unwavering commitment to truth, national sovereignty, and the pursuit of lasting peace in the region.
